Format [edit]
All UEFA member associations are eligible to compete in the qualifying competition, with the hosts (France) direct qualification to the final tournament. [6] The 53 other teams were drawn into eight groups of six teams (Groups A-H) and one group of five teams (group I). [7] The group winners, runners-up and the best third-placed (with the result against sixth-discarded) directly to the finals. The remaining eight third-placed teams contest two-legged play-off to decide the last four qualifiers for the finals. [5] [8] [9]
Seeding system [edit]
For the qualifying group stage, teams are seeded into six pots (pot 1-5 with 9 teams and Pot 6 to 8 teams) for the qualifying group stage draw by UEFA national team coefficient ranking, with title holders (Spain) are automatically seeded into Pot 1. Each nation's coefficient is generated by calculating:
40% of the average ranking points per game earned in the qualifying stages of the 2014 FIFA World Cup.
40% of the average ranking points per game earned in the UEFA Euro 2012 qualifying stage and final tournament.
20% of the average ranking points per game earned in the FIFA World Cup 2010 qualifying stage and final tournament.
UEFA stated that the countries with the largest market in terms of revenue contribution to the European Qualifications will be drawn to one of the groups containing six teams. [9] They include the UK, Spain, Germany, Italy and the Netherlands. [7] UEFA has also stated in their regulations that "teams drawn into groups of five teams will have France added to their group for the purpose of playing friendlies centralized". [9]
For the four play-off ties are determined by a draw, including the second leg of each tie. Teams are seeded for the play-off draw in accordance with the UEFA national team coefficient rankings are updated after the completion of the group stage. coefficients of each country is generated by calculating:
40% of the average ranking points per game earned in the qualifying group stage of the UEFA Euro 2016.
40% of the average ranking points per game earned in the 2014 FIFA World Cup qualifying stage and final tournament.
20% of the average ranking points per game earned in the UEFA Euro 2012 qualifying stage and final tournament.
Tiebreaker [edit]
If two or more teams are equal on points on completion of the group matches, tie-breaking criteria the following apply: [9]
a higher number of points obtained in the matches played between the teams concerned;
Goal difference in the matches played between the teams concerned;
a higher number of goals scored in the matches played between the teams concerned;
a higher number of goals scored away from home in a match played between the teams in question;
If, after the criteria applied 1 to 4, the team still has the same ratings, criteria 1 to 4 are reapplied exclusively to the matches between these teams to determine their final ranking. [A] If this procedure does not lead to a decision, criteria 6 to 10 apply;
Goal difference in all group matches;
a higher number of goals scored in all group matches;
a higher number of away goals scored in all group matches;
Fair play behavior in all group matches (1 point for a single yellow card, 3 points for a red card as a consequence of two yellow cards, 3 points for a straight red card, 4 points for a yellow card followed by a direct red card);
Position in the UEFA national team coefficient ranking system;
To determine the best third-placed teams, the results against the team in sixth place discarded. The following criteria apply:
a higher number of points obtained;
Superior goal difference;
a higher number of goals scored;
a higher number of away goals scored;
Fair play behavior in all group matches;
Position in the UEFA national team coefficient ranking system;
For every play-off tie, the team that scores more goals on aggregate over two legs to qualify for the tournament akhir.Jika scores level on aggregate, away goals rule is applied, ie, the team that scores more goals away from home over two legs advances. If the away goal is the same, then thirty minutes of extra time is played, is divided into two fifteen minute halves. The away goals rule again applied after extra-time, that is, if there is a goal scored in extra time and the aggregate scores are still level, the visiting team is based on further progress goals. If no goals are scored during extra time, the tie was decided by a penalty shootout.
record
Jump up ^ When there are two or more teams tied on points, the criteria 1 to 4 are applied. Once these criteria apply, they can determine the position of some of the teams involved, but not all of them. For example, if there is a three-way tie on points, the first application of the four criteria can only solve a tie for one of the teams, leaving the two other teams still tied. In this case, the tiebreaking procedure followed, from the beginning, for the teams still tied.

The draw took place at the Palais des Congrès Acropolis, Nice, on February 23, 2014, 00:00 CET. [3] The following draw procedure is applied: [13]
A-H groups each containing one team from each of Pots 1-6, while Group I contain one team from each of Pots 1-5.
For reasons of television rights, the United Kingdom, Germany, Italy, Spain and the Netherlands drawn into groups of 6 teams.
Due to political reasons, Azerbaijan and Armenia (because of the status of Nagorno-Karabakh dispute), as well as Spain and Gibraltar (Gibraltar dispute because of his status) can not be drawn in the same group. Unlike the previous UEFA qualifying tournament, Russia and Georgia have agreed to play each other if they are drawn together. [14]
France (Coeff: 30 992; Ranking: 11) in partnership with the five-team Group I, which allows the 2016 tournament hosts to play friendly against these countries on 'reserve' them. These friendships do not count in the qualifying group standings.
Summary [edit]
